Councillor Karen Rea - Ward 4 February update
Take Survey
Dear Residents,
I can't believe it is February and we still have above normal temperatures. I bought snow shoes this winter, thinking I could try some winter activities and they are still sitting in a box, maybe we will still get a little snow before spring arrives. Warmer temperatures are also not allowing the community ice rinks to be used very much but our outdoor rink at the civic centre is open.
January was a busy month in the city and in Ward 4 with a host of different community meetings.
There are numerous events and activities taking place this month as it is Lunar New Year, Valentine's Day and Family Day. I hope everyone can find some time to enjoy some fun activities.

Highlights of this e-newsletter include:

Traffic Calming Presentation
Main Street Markham revitalization was supposed to cover the entire street up to 16th avenue. The project went over budget and the Mount Joy area was put on hold. We are now looking at traffic calming on the street which will help guide a permanent design to finish the revitalization of this area.
Mayor's Budget
Under the new strong mayor powers brought by provincial legislation, the city's budget is now the Mayor's Budget. Mayor Scarpitti tabled the budget on January 29th and we have 30 days to review it before it is automatically adopted. The public consultation on the 2024 budget has been scheduled for February 15th at 7 pm.

Church Street Flood Control Community Meeting
The City will be upgrading the sanitary and storm infrastructure on Church St which will require the street to be closed except for local traffic. The project will take up to one year to be completed. A community meeting will be held on  February 26th at 6.30pm at Markham Village Community Centre. We will have a number of boards to explain what will happen and city staff will provide a presentation starting at 7pm.  Residents that are directly affected will receive a notice regarding the meeting.

Comprehensive Zoning By-Law(CZB)
Finally, after many years, our Comprehensive Zoning By-law has been passed. While there are many positive changes, I had concerns on the new development standards for in-fill in our ward. Once all and any appeals have been settled, I will provide a high level overview of some of the changes that everyone will need to be aware of.
One of York Region's top priorities is to reduce the number and severity of collisions that happen on Regional roads. Between 2019 and 2021 there were four pedestrian and cyclist collisions in this location due to motorists not yielding right-of-way to pedestrians and cyclists. This is a busy area with students using this intersection daily. YR staff are reviewing traffic signal timing to see if adjustments are needed.  Please visit here for additional information regarding the new fully protected left turn signal.
Every year on 2/11, we raise awareness of 211’s invaluable role as Canada’s primary source of information on government and community-based, non-clinical health and social services. Founded by United Way Centraide network in 2002, 211 helps people navigate the complex network of human services quickly and easily in 200+ languages.
Heritage Week February 19- 25
Join us on Tuesday Feb 20th at 9 am for a brief presentation on heritage and raising of the Prince of Wales Flag to celebrate the 50th anniversary of Heritage Day. Markham was the first recipient of the Prince of Wales Prize which recognized that the city demonstrated exemplary commitment to the preservation of our built heritage. Presentation can be viewed on line or in person at council chambers.
Since 1974, the third Monday in February has been identified as Heritage Day in Canada.
Markham at the Movies
MATM returns with its February flick Anatomy of a Fall. A Golden Globe Award-winning and Academy Award and BAFTA nominated French legal drama about a woman who is trying to prove her innocence in the death of her husband.  However, the couple's only son, a visually impaired child, is the sole witness to the man's death.
Anatomy of a Fall will be shown on February 27th at 7 PM at the Flato Markham Theatre. Tickets are $15.00 (Cash) at the door.
Markham Museum is hosting the Lunar Nights Year of the Dragon Festival until February 25th. Enjoy a mesmerizing display of 20 scenes featuring 250+ colourful lanterns. Festival admission also includes access to the Museum’s three indoor exhibits and a wide array of interactive activities.
Please CLICK HERE  to purchase tickets.
There is no update on Markville Mall or the Mount Joy Secondary plan at this time, please check yourvoicemarkham and I will send out a notification email when the meetings are scheduled for either of these items.

16th Avenue Sewer Rehabilitation Project Update

I have been informed that the 16th Avenue Sewer Rehabilitation project will not be completed until the end of July 2024 due to construction delays. I will share any future updates on this project in my newsletter.
Participating in Public Meetings

All public meetings are now hybrid and livestreamed from the city website.
Residents can attend in person at the council chambers or you can attend virtually. Written submissions can be emailed to clerkspublic@markham.ca by 5pm the day before the meeting.
Residents who wish to speak on a topic can fill out an online request to speak form or email clerkspublic@markham.ca. If someone does not have access to email they can call the clerk's office at 905.479.7760 on the day of the meeting to make a deputation (speak).

Aggressive driving continues to be a concern in the city, our own local ward and across the entire GTA. Moving violations are under the jurisdiction of York Regional Police (YRP) and reports can be filed through RoadWatch.
