Ward 4 Connection - City & Community Updates
Dear Residents,

Where did the warm weather go? Hopefully, sunnier and drier days are just around the corner.

With the arrival of warmer weather comes construction season Several projects are underway in the Raymerville area, including work by Alectra Utilities, TelMAX (fibre Installation) and the city. Many of you have already noticed that construction has started on Sir Lancelot Dr. We appreciate your patience and understanding as this important work continues.

On May 6th council approved the Cadillac Fairview Application for Markville Mall. I want to sincerely thank all the residents who have taken time to attend meetings and consistently voiced their concerns. Your engagement has been invaluable throughout this process. I understand this outcome may be disappointing to many. Unfortunately, council was placed in a position where the choice was to approve the application or face an appeal at the Ontario Land Tribunal (OLT). Over the years, we have seen the transition from the Ontario Municipal Board (OMB) to the Local Planning Appeal Tribunal (LPAT)—which gave municipalities greater control over local planning decisions and now back to a system resembling the former OMB. This shift has once again limited the ability of municipalities to plan our own communities.

Additionally, I would encourage you to participate in the upcoming Markville Secondary Plan final report which is tentatively scheduled for June 10th 2025, at the development services committee. (usual meeting start time at 9.30 am). Please check the council agenda to confirm.

Upcoming Slope Restoration - Mill Street

We’re moving forward with a naturalized slope restoration in this area. Construction is expected to take place from mid-June to the end of October.

This project is designed to stabilize the slope using limestone (armourstone) blocks and vegetated stone buttresses, without the use of concrete walls. These natural materials will help protect the slope while blending into the surrounding environment.

The work has received all necessary environmental approvals from Toronto Region Conservation Authority (TRCA) and the Department of Fisheries and Oceans, due to the sensitivity of the site along the Rouge River.

Watermain Protection Work – Ward 4

As part of a City-wide project, underground water pipes will be protected from corrosion by attaching an anode. This process involves digging a small hole (approximately 12 inches) on the City-owned boulevard to access the waterpipe. Once the anode is installed, the area will be fully restored.

This work helps extend the lifespan of iron watermains and reduces the risk of future watermain breaks. If you have installed a lawn sprinkler system on the public boulevard, please clearly mark and make it visible to the contractor to help prevent accidental damage during excavation.

Markham Heritage’s Planning Manager, Regan Hutcheson, was recently honoured with the Thomas Symons Award for Commitment to Conservation by the Ontario Heritage Trust. This prestigious award recognizes individuals who have made significant, lasting contributions to heritage conservation over the course of their professional careers.

Regan has been a cornerstone of Markham’s Heritage Planning team. His deep love, respect, and admiration for Markham’s history, combined with his unwavering commitment to heritage preservation, have made a profound and lasting impact on our community.

I’m thrilled to see his decades of dedicated service recognized at the provincial level—an honour truly well deserved!.

Road Occupancy Permits

A reminder that storing materials such as soil, gravel or bricks on any city road is not permitted without a road occupancy permit - even for a short time. Permits are required to ensure our streets are kept safe and clear and do not pose hazards for drivers, cyclists, pedestrians and emergency vehicles.

Photo Radar

Speeding continues to be a concern on many local roads. To address this issue, council will be approving the implementation of an Automated Speed Enforcement (ASE) program in the City. The program will begin with 16 speed cameras. One camera will be installed in each ward and the remaining eight will be placed in areas of significant safety concerns. Additional information is available on the council agenda. Presentation.
Grass Clippings

The city does not pick up grass clippings as part of our yard waste. High levels of nitrogen in grass clippings disrupts the aerobic digestion process used to compost yard waste. Please leave grass clippings on your lawn where they will naturally decompose and return nutrients to the soil.

Fibre and Telecom Infrastructure Questions

We often hear from residents asking whether fibre internet is coming to their neighbourhood or why their current Wi-Fi isn’t fast enough. It's important to understand that the planning and implementation of capital projects like fibre installation or other telecommunication upgrades are entirely determined by the telecommunication companies themselves. The City does not decide which areas receive service or infrastructure upgrades. Our role is limited to supporting the permitting process once a telecom company submits an application for a specific project.
