Ward 4 Connection - Addendum to October update

Dear Residents, 
 
This addendum to the October newsletter is to cover three pending key topics:
 
  • Public Meeting on allowing Additional Residential Units (ARU) on every property.
  • Safety Meeting with York Regional Police
  • Main St - Traffic Calming changes 
The Public Statutory Meeting will be taking place on Tuesday October 21st, 2025 to discuss the proposed changes to the City Official Plan and Zoning, to allow all homeowners, across the city, to convert their home into up to four separate residential units. This will be the last opportunity for residents to ask questions, provide comments or share suggestions before the proposal goes to Council for approval. Further details about the meeting are provided below. 
  
As previously mentioned in the last e-newsletter, I have organized a community information meeting on safety for Monday November 3rd at 7 pm at the Markham Village Community Centre. York Regional Police will be in attendance to share information about recent crime trends and the steps being taken to address them. Along with safety tips to protect your home, vehicle and personal belongings. 
 
The other topic I wanted to address are the changes made to Main Street Markham, which is discussed in detail further down.

The city is providing an additional public statutory meeting for residents to attend and to voice their opinion on the proposed amendments to the Markham Official Plan, 2014 and various zoning by-laws that would allow up to four (4) residential units on a single lot subject to appropriate zoning and maintaining protections for environmentally sensitive areas (some areas will be excluded). The Planning Act currently allows up to three residential units total as of right on properties that contain a single detached house a semi-detached house or a townhouse.

How to Participate in Public Meetings 
 
All public meetings are now hybrid and live streamed from the city website. Residents can attend in person at the council chambers, or you can attend virtually. Written submissions can be emailed to clerkspublic@markham.ca by 5pm the day before the meeting. Residents who wish to speak on a topic can fill out an online request to speak form or email clerkspublic@markham.ca. If someone does not have access to email, they can call the clerk's office at 905.479.7760 on the day of the meeting to make a deputation (speak)
Traffic Calming Measures on Main St. -  Construction Notice - October 2025 
 

Why has the city made changes to the road?

 

The changes to reduce the travel lanes on Main St. is being implemented to achieve slower vehicle speeds and reduce collisions. The residual pavement width provided an opportunity for bike lanes or parking spots. First and foremost this pilot project is intended as traffic calming to improve safety for everyone - whether walking, cycling or driving. The goal is to encourage safer driving speeds, reduce collisions and create a more comfortable environment for all users.  

 

For background information - In 2020 the city retained a consultant CIMA Canada to look at safety across the city, assess collision trends and identify and prioritize locations based on severity and risk to road users. A review of collision data, identified collision clusters along Denison St and Main St. These streets were then recommended to have traffic calming measures implemented due to a high number of collisions. 

 

Additionally, this section of Main St (part of the Heritage Conservation District) was scheduled for reconstruction following the revitalization of the south end, however, due to cost escalations, this portion of the project was postponed for several years. 

 

Since the original design was approved for the reconstruction of this section of Main ST. conditions in the area have evolved and it is necessary to revisit the design. 

 

The lessons learned from this pilot project will help guide the future revitalization plans for this section of Main St. City staff will monitor the project and changing traffic patterns and asses what is working well, what isn’t and where adjustments may be needed. Commuters of through traffic are encouraged to use major roads such as 16th Avenue, Ninth line and McCowan designed for higher volumes of traffic. 

 

This is a “quick build pilot project” to help improve the immediate concerns of safety.

 

As a resident in this area, I completely understand the frustration with GO train delays and the regular congestion we experience throughout the city. City staff and I have reached out to Metrolinx to request the arm/barricade be raised when the train is stopped and heading south bound to alleviate some of the back-up traffic, which has always been a point of concern for a long time.

 

Once the line painting is complete, the city will monitor and evaluate how the pilot is working as we continue to work towards a safer community for all.
